Urgently Required: Sr. Drilling Engineer Summary of Role : To provide supervision of preparation and management of Contract documents, support Engineering and Operations, to ensure compliance with Indonesian government regulations. Developed contract strategies for the various individual drilling related services and to simplify the utilization of services in the drilling operations, and reduce problems where possible. Take a leading role in the Tendering process, tracking progress and providing timely status/progress reports to management. Specific duties 1. Maintain an up to date overview of the project and deadlines – in particular the drilling program. 2. Develop a contracting, procurement strategy, permitting strategy that interfaces with the planning and execution of the drilling program. Review tender component documents and procedures, and revise as necessary 3. Review and Endorse all work conducted by the Drilling Project Services Team. 4. Ensure tender and contract related documents are properly date sorted and filed for easy retrieval and audit checks. 5. Coordinate set-up and maintenance of cost monitoring and control system. 6. Ensure those individual contracts cost tracking reports are prepared regularly 7. Preparation, monitoring and control of annual OPEX and CAPEX budgets 8. Ensure systems are in place that will allow tracking of actual cost versus budgeted cost by period and will identify necessary remedial actions, such as contract expenditures approaching limit on contract values and incorrect cost allocations, well in advance. 9. Coordinate a check on the validity of the permits and licenses to ensure compliance with Indonesian government regulations. 10. Ensure preparation of contract and closely related documents in accordance with agreed procedures for execution when required. 11. Assemble and maintain pre-qualification data on major service suppliers, and assemble contract performance data as directed. 12. Provide support for preparation of technical specifications for tangibles, rental equipment and services. Assist in technical evaluation of contractor bids. Job requirements 1. Must have a minimum 10 (ten) years of oil industry experience and with at least 7 (seven) years’ experience working in Indonesia, with at least 5 (five) years hands on experience in drilling related tenders and contracts work. 2. Shall be fully proficient in the use of the English language 3. Comprehensive knowledge of Indonesian government regulations that impact the Tendering/Contracts processes. 4. Comprehensive knowledge of the functions of a Bid Committee. 5. Knowledge of Indonesian Import procedures and regulations. 6.
